Car Park Check

Horizon Parking parking charges

Horizon Parking runs camera-enforced car parks for retailers, most visibly a large number of Tesco stores, as well as retail parks and hotels. Its charges usually allege an overstay or a failure to validate a receipt in store. As a BPA member, it routes second-stage appeals to POPLA, and its debt recovery and court claims often go through DCB Legal or Gladstones.

How to appeal a Horizon Parking charge

  1. Appeal to Horizon Parking within 28 days of the notice. Paying within 14 days usually gets a discount, so decide early.
  2. If it rejects your appeal, it must give you a verification code for POPLA, because Horizon Parking is a member of the BPA.
  3. Appeal to POPLA. It's free for drivers. See our POPLA guide.
