How a POPLA appeal works

POPLA (Parking on Private Land Appeals) is the independent appeals service for operators in the British Parking Association. It's run by Trust Alliance Group and free for drivers.

When you can use it

Only after the operator has rejected your appeal. The rejection must include a 10-digit POPLA verification code. You then have 28 days from the rejection to appeal to POPLA, and the code lasts for those 28 days.

How it goes

  1. Submit your appeal online at popla.co.uk with your code, your grounds and your evidence.
  2. The operator has 21 days to send its evidence: photos of the signs, camera images and its authority from the landowner.
  3. You then get 7 days to comment on the operator's evidence. Use them: this is where weak evidence, missing signs or timing gaps show up.
  4. An assessor decides. If you win, the charge is cancelled. If you lose, you can still choose whether to pay; the decision doesn't bind you, though it does bind the operator.

What makes a good POPLA appeal

  • Number each ground separately so the assessor deals with each.
  • Ask the operator to prove the signs, the camera timings and its landowner authority.
  • Point to the code: consideration and grace periods, keying errors, broken machines.
  • Keep it factual. Operators sometimes withdraw rather than defend a weak case.
