The Independent Appeals Service (IAS) is the second-stage appeals service for operators in the International Parking Community (IPC). If your charge is from an IPC member, you go here rather than POPLA.
Deadlines
A standard appeal is free if you make it within 21 days of the operator's own appeals process ending, which is shorter than POPLA's 28 days. After that, a non-standard appeal route is available for a £15 fee; one report says it can be used up to a year later, but check the current terms on the IAS site.
How it goes
- Register on theias.org and enter the details from your rejection letter.
- Set out each ground of appeal separately, with evidence.
- The operator responds with its evidence; you can reply to it.
- An adjudicator decides. As with POPLA, you aren't bound by a decision against you.
Tips
- Diary the 21 days the day the rejection arrives.
- Ask the operator to prove the signs, timings and landowner authority, just as you would at POPLA.
- IPC operators must keep the early-payment discount open for 14 days after rejecting an appeal made within the first 14 days.
